Tyrant flycatcher with pale gray head, white throat, light breast, pale yellow belly. Dark bill too small to be Tropical Kingbird. Got one blurry photo.

Details
All in one flock, with two Great Blue Herons. Nearly same size and form as the Great Blue Herons, but all white plumage with black legs and orange bill.
