RBGU visual 7 adults non-breeding, winter plumage
Head-bowing behavior with vocalizations observed by Flora Gibson & Cathy between two individuals.
Here is Flora's description: "I saw two. They were standing on the edge of the water, although one sat down on its heels for a moment. I have this visual memory of them standing, side-by-side, facing opposite directions. Ducking their heads way down and then tossing them, bills straight up, keening. Perhaps it was a "Long Call" threat display?? Although, if it was aggressive, it didn't seem to escalate."
WE looked up 'Communicative Interactions' on Birds of the World Online for Ring-billed Gull, "...indicators of aggressive tendencies: Long Calls, by lowering head to feet then raising it to shoulder level while calling. Several Head-tosses, each a single extreme backward toss of head, given before call terminates." There were no charging toward each other. -

WEGU x GWGU visual 2 adult plumage
1st individual Columbia R side: bill size more like WEGU, primary wing tips subtly darker gray than mantle, and winter plumage in head and neck heavily mottled gray/white is more similar to GWGU
2nd individual Waucoma Basin photograph below: back and tail gray is darker than GWGU and slightly lighter than WEGU, iris light with reddish eye ring is possibly more like WEGU, lacking winter head markings most similar to a WEGU)
