    Details

    **Rare in January. My first for January in New York and my first at the Park Preserve. A 2nd-cycle bird seen circling to ne when I returned to parking lot at 12:25. Circling over hill to the east then heading south. Photos and video taken through scope. Similar to Bald Eagle in shape but with proportionately longer tail and small head. Wings held in V the entire time. Upperside appeared dark. Underside of bases to flight feathers with some white (outer secondaries and inner primaries--exact pattern difficult to see from distance). Base of tail with limited white.
