Found them along the face of the dam--one along road; others farther west; I could not see well from car so I bundled up and took my scope and walked along dam face. Extremely windy and nasty wind chill, but was able with a lot of persistence to see the pipits ahead despite a lot of tripod/scope shaking. Viewing conditions were considerably less than ideal.

Found two foraging under dense cedars on the east side--also with 2 song sparrows. Five were found on the southwest side under dense cedars, scratching in the leaf litter--very wary and not venturing into the open as the juncos and tree sparrows.

Feeding with the pipit and a tree sparrow along road at dam face. Previously reported in area by another birder. Likely the same individual. Similar to song sparrow, more petite and with fine streaks on white underside with yellow lores.
