Suspected Merlin based on pointed wings that appeared broader than an American Kestrel. Strong, swift flight.

Lifer! Seen well from about 5 meters from the steps to lookout hill. All red tanager with dark colored bill. I encountered this individual a second time further up the hill and was able to take a poor photograph which shows crested head, dark bill, and red wings.
