Spotted on beach just N of Gulf Pier. Pointed out by fellow birder from Ontario, Canada. Thin droopy bill, crest curving downward, much smaller than Royal Tern (see 2nd pic for size comparison with SATE), lighter gray primaries. ID confirmed by Greg Neise from ABA Facebook page.
