Call sounded like recordings of Clapper Rail. Ke-ke-ke-ke-ke. Not the kiddick of the Virginia Rail. Heard on Boardwalk by Lagoon at 8 pm, 40 minutes after sunset.

Perched on a low snag in the large open field north of the Eagle Scout Deck on the center road (and east of the Flight Deck). Bright white was visible with the naked eye from the Deck. Binocular view showed smallish, slender, white raptor with black visible on wings. (Good reminder why the bird was once called the Black-shouldered Kite.) Underside of tail was white. The bill appeared small. When bird looked down, top of head was also bright white.

Familiar with this species from Arizona and have seen one this year so bird's shape and appearance is pretty fresh in mind. Very poor photo available on request.
