Flying above cattails near end of the loop; tiny white tern with black outermost primaries.

6
Caspian Tern
2
Black Tern
1
Common Tern

Mixed in with Forster's Terns; at first I thought it was a Least Tern with the white forehead, but it was the same size as the Forster's Terns and had a dark bill. The definitive mark was the black eye band that extended from eye-to-eye connecting at the back of the head and not the typical broken eye bands of an immature Forster's Tern.

Seen at the beginning of the loop; blue bordered face and dark black eye definitive field marks. Was within 10 feet of my car, so I got really good looks.
