Surf/Black Scoter

Heard flying over giving plaintive whistled notes of a tone similar to Black Scoter's daytime courtship call, but trilled and given in a measured series (like a blackbird wing whistle). I've heard this call in the past in association with large scoter movements, and in numbers too large to be White-winged Scoter, so I feel pretty good that it must be either Surf or Black (the latter seems more likely).
