A large, rare owl with a highly restricted distribution in the mountains of Tanzania. Rufous-brown on the back and pale below, with heavy barring throughout. The face is rich buff with black borders and long ear tufts. Found locally in forest and plantations at low and middle elevations. Similar in size and shape to Spotted Eagle-Owl, but much more richly colored, with darker eyes. There are two vocalizations: a hollow rising then falling whistle, and a low, rapid, pulsating series of hoots.
