Details: 1 male Merlin flew in while I was making my way back to where the shorebirds have been in the back drained ponds. I was looking at the pond with the Blue-winged Teal, when all of them flushed. When I put the binoculars down, I saw the Merlin fly in, make a pass that one of the BWT (rather interesting, considering size relations,) and then fly over to a fence in between the 3 larger ponds and the main fish hatchery area. He stayed on that fence for the remainder of my visit, and at one point, I was able to get views within 60 feet. The bird was definitely a Merlin, with a slate gray back, clear malar stripe, and streaked breast. Way too small to be a Peregrine, and wrong colors for a Kestrel.
