    Comments: * Rare. This bird was spotted from the office window as it arrived with a flock of Pine Warblers and Eastern Bluebirds during gusty conditions. The bird alighted on a fallen branch and was perched just a few inches off the ground about twelve feet away from the building. I observed the gray back and crown, dark lores, whitish breast, and pale yellow belly before the flock lifted up to move to another location. The Western Kingbird hovered briefly as it struggled in the wind and it was at this time that the black tail and white outer tail feathers were noted. Unfortunately, the weather deteriorated rapidly as the precipitation increased. A subsequent attempt to locate the subject bird was futile.
