Details: Seen soaring between waves about 250 yards off shore. What stood out as a BSTP vs. a WISP was the legs did not appear to extend past the tip of the tail. Did not have a deeply notched tail like a LESP. Very steady flight over and between waves, did not observe any actually feeding, but bird appeared to be examining debris that was being pushed towards shore.
